Abstract

تتأثر جودة الخدمة العمومية المحلية بمبدأ المشاركة في صنع القرارات وتسيير المجالس المحلية، خاصة بعد بروز فكرة الحكم الراشد وما تستوجبه من آليات دستورية وقانونية، ولا يمكن الحديث عن الحكم الراشد أو ما يطلق عليه بالحوكمة دون الحديث عن اللامركزية، فهذه الأخيرة تعتبر الأداة التي تمارس بواسطتها آلية الحوكمة بما تقوم عليه من مبادئ، خاصة منها مبدأ المشاركة فهي تسمح للمواطنين بالمشاركة في تسيير شؤونهم بأنفسهم أو من خلال ممثليهم في المجالس المحلية المنتخبة، وهو ما يجسد فكرة الديمقراطية في تحقيق الاستقلالية في رسم السياسات وتحديد أهداف وبرامج التنمية، بما يتناسب والاحتياجات المحلية، خاصة وأن الأمر يتعلق بمهام متعددة تمس مجالات وميادين مختلفة، اقتصادية ومالية واجتماعية وثقافية وغيرها فمشاركة المواطن المحلي والمجتمع المدني والقطاع الخاص في تسيير المجلس المحلي من شأنه أن يعطيه دفعا قويا إلى الأمام ويمكنه من بلوغ الأهداف المرجوة، مما يحقق جودة عالية في الخدمة العمومية ويحقق رضى السكان المحليين.The quality of local public service is affected by the principle of participation in decision-making and the management of local councils, especially after the emergence of the idea of good governance and the constitutional and legal mechanisms it requires, and it is not possible to talk about good governance or what is called governance without talking about decentralization, the latter is the tool through which the mechanism of governance is exercised with its principles, especially the principle of participation, as it allows citizens to participate in the conduct of their affairs themselves or through their representatives in elected local councils, which is what Embodies the idea of democracy in achieving independence in policy-making and determining development goals and programs, commensurate with local needs, especially since it is related to multiple tasks that affect different fields and fields, economic, financial, social, cultural and others, the participation of the local citizen, civil society and the private sector in the management of the local council would give it a strong push forward and enable it to achieve the desired goals, thus achieving a high quality of public service and achieving the satisfaction of the local population.
