مساهمة الإدارة الالكترونية في محاربة الفساد الإداري وتنمية الإدارة

Abstract

مع تنامي ظاهرة الفساد الإداري وتفشي البيروقراطية والجمود والتعقيد في الجهاز الإداري، وأمام تزايد حجم الأعمال وتعدد وتعقد متطلبات الحياة؛ إتجهت غالبية الدول إلى تبني الإدارة الإلكترونية منذ أواخر 1995، بإعتبارها أبرز الواجهات المعاصرة للتقنية المعلوماتية المسئولة عن النمو الاقتصادي والتنمية الإدارية. كما أن مقتضيات الإصلاح الإداري يُلزم المؤسسات الحكومية بإتباع نمط الشفافية والوضوح في عملها، بأن تتيح وصول المعلومات عما تقوم به للمتعاملين، ومن ثَم تحقق التفاعل والتواصل بين أجهزة الحكومة ومتلقيي الخدمة، وكذا بينها وبين مختلف المؤسسات وبين المصالح الحكومية الداخلية نفسها عبر التواصل إلكترونيا لأجل تيسير وتحسين الأداء الحكومي، مما يجعل من الإدارة الإلكترونية آلية فعالة تُحدِث تحولاً جوهريا في ثقافة تنفيذ الخدمات والمعاملات الحكومية لتصبح أكثر فعالية، والإستجابة لمطالب المواطنين أكثر سرعة ومرونة، ولا يتأتى كل ذلك إلا من خلال إستبدال الأساليب التقليدية البيروقراطية في الأداء بأساليب أكثر ديناميكية وفعالية. لقد ساهمت الإدارة الإلكترونية في التخلص من المشاكل التي تواجه العمل الإداري التقليدي، ونجحت إلى حدٍّ مَا في الحد من الفساد الإداري، كما أن تطبيقها وفر العديد من المزايا وطور وبسط العمل الإداري. Due to the increase in the phenomenon of administrative corruption, the spread of bureaucracy, the rigidity and complexity of the administrative apparatus, the increasing business volume and the multiplicity and complexity of life requirements ; the majority of countries –since 1995- have adopted e-management as prominent contemporary alternative for information technology responsible for economic grouth and administrative development. Administrative reform requirements oblige government institutions to follow the pattern of transparency and clarity in their work, by allowing informations about their work to reach clients in order to, then, to achieve interaction and communication between government agencies and their clients or other different institutions, and between the internal government services themselves through electronic communication to facilitate and improve government performance, making e-management an efficient mechanism fundamenttally altering the culture of implementing government services and transaction to render them more efficient, responding to citizens demands quickly and in a more flexible way,. All this can be possible only via substitutig traditional bureaucratic performance methods with others more dynamic and more efficient. E-management has contributed to the eliminate of problems facing traditional administrative work and has succeeded in reducing administrative corruption, applying e-management has provided many benefits, developed and simplified the administrative work.
