آليات الرقابة البرلمانية المرتبة لمسؤولية الحكومة في النظامين السياسيين الجزائري واللبناني - دراسة مقارنة-

Abstract

تهدف الدراسة إلى إبراز الآليات التي يؤثر بها البرلمان على الحكومة في النظامين السياسيين الجزائري واللبناني في ظل التعديل الدستوري للبلدين لسنة 2020 و2004، وذلك بتوضيح آليات الرقابة البرلمانية التي تترتب عنها مسؤولية الحكومة في هاذين النظامين، وإمكانية إسقاطها وحجب الثقة عنها، وتوضيح أوجه الشبه والاختلاف بينهما. وقد توصلت الدراسة إلى أن هناك عدة وسائل يؤثر بها البرلمان على الحكومة في كلا النظامين السياسيين الجزائري واللبناني، قد ترتب عنها مسؤولية الحكومة وإمكانية استقالتها، كمناقشة مخطط عمل الحكومة والتصويت عليه؛ والاطلاع على بيان السياسة العامة؛ إضافة إلى آلية ملتمس الرقابة؛ والتصويت بالثقة، وهناك العديد من أوجه الشبه والاختلاف في تطبيق هذه الأدوات الرقابية بين النظامين الجزائري واللبناني The study aims to clarify the tools that parliament uses to affect the government in the Algerian and Lebanese political systems, in light of the constitutional amendments of the two countries for the 2020 and 2004 years, by clarifying the parliamentary oversight mechanisms over the government, which may result in the government's responsibility and the possibility of its dropping and withdrawing confidence from it, in both systems ,and highlighting the similarities and differences between them. The study concluded that there are several means by which Parliament affects the government in the Algerian and Lebanese political systems, which entail the government’s responsibility and the possibility of its resignation, such as discussing and voting on the government’s work plan; accessing, discussing, and voting on the policy statement; but there are many similarities and differences in the application of these tools between the Algerian and Lebanese systems.
